Community based Rehabilitation and Development of Person with Disabilities

In Bangladesh approximately 10% people is disabled. This group of people is largely invisible in mainstream development discourse and practice. When people with disabilities are not included in development efforts, they can fall increasingly behind their non-disabled peers. Bangladesh was among the first countries to ratify and bring into force the two most significant global treaties that protect the rights of children with disabilities. But for mainstreaming this particular group the involved organizations of Bangladesh need to address a lot more issues to ensure inclusive development. Ignorance and wrong beliefs surrounding disability, compounded with a negative and derogatory attitude of the community (including family members) have contributed to the marginal development in the progress of disabled people. Moreover, lack of accessibility in education and job sector, lack of awareness in the community level, isolated interventions of NGOs as well as Government programmes are the root causes of not being capable to mainstream the disabled people in the development process.

Objective of CBRD programme:

To promote access to mainstream health, education, livelihood services for children and young with disabilities and establish their rights, social inclusion and ensuring dignified life of persons with disabilities specially children and young star with disabilities.

Strategies and Actions:

  • Assessment of the needs and aspiration of person with disabilities and develop a data base and ensure their inclusion into mainstream development process.
  • Identification and assessment of different type of disabilities at community level
  • Ensure Inclusive health services and specialized treatment or medical need
  • Improving referral mechanism
  • Addressing all types of disability
  • Inclusive and appropriate education for children with disabilities
  • Special education for intellectually impaired children
  • Promotion of cultural and sports events for person with disabilities
  • Economic empowerment
  • Action on prevention of disability
  • Policy research and advocacy
